GREETINGS AND SAL-UTATIONS!

Dear NJGCA Member:

OFFICIAL INSPECTION NOTICE - WE TOLD YOU IT WAS COMING!

Last week, we informed you that a number of changes were coming to the state inspection program starting on August first.

This week, it’s officially official and the change as begun. MVC sent out a VID message to all PIFs on Monday informing them of the changes we reported on last Friday.

What are those changes?  For anyone not keeping up with their weekly Road Warrior-readings, these changes include:

-The extension of the New Car Dealer Exemption from four years to five years

-The elimination of Safety Inspections for passenger vehicles and motorcycles.

-The continuation of Safety Inspections for vehicles registered for commercial use, including: cars with commercial plates, taxi-cabs, livery service vehicles such as limos, ambulances registered by the NJ Department of Health, passenger buses, governmental vehicles, vehicles registered to not-for-profit organizations, and all diesel-powered vehicles plated commercially with a gross-weight of 9,999 lbs or less. These vehicles must be presented annually for Safety Inspections.

-An announcement that any vehicle rejected before August 1st for a Safety Inspection defect will still be required to get those safety issues fixed before passing re-inspection.  Cars due for inspection prior to August 1st (but not presented for an initial inspection before August 1st) will only have to pass an emissions test.

Additionally, the VID message also officially notified you that there is a software update for your recently-installed inspection equipment.


As of Tuesday, July 27th the folks at SGS have begun to update the inspection software on the state’s 1,100 PIF locations at a rate of 250 shops a day.

SGS and MVC anticipate that all PIFs will have the new software by today, Friday the 30th.

Once these downloads have been complete and the updates made, we will begin the new inspection program.  REMEMBER: With the exception of the commercial and specialty vehicles outlined above, Safety Inspections are now eliminated for the majority of passenger cars.

New Jersey Gasoline C-Store Automotive Association (NJGCA) is offering the ETEP course that your ERTs need in order to recertify their license.

Our Course includes:
• New Jersey State Specific Information Course
• ETEP Section 6 “OBDII Monitoring Failures”
• Section 7 “Light-Duty Diesel Vehicle Technologies and Testing”.
Everything your technician needs to Re-Certify his ERT license!!!

POLITICAL PARTICIPATON: THE NJGCA PAC

Ensuring our friends in the legislature are re-elected and advocating for our agenda in Trenton are of utmost importance to the agenda of NJGCA.

It is for this reason that your Association has established the NJGCA PAC.

For too long, the weight of funding our Political Action Committee, the arm of the Association responsible for political donations, has rested upon the shoulders of a few.  This is not fair to them, and it is not fair to many of you who are relying on the benefits of good legislation being passed in Trenton.


To truly understand the importance of fundraising for our allies, let’s look back upon the overwhelming successes of the last year:

NJGCA successfully lobbied against BELOW COST SELLING. If approved, BELOW COST SELLING would have cost each of you thousands of dollars and put many of you out of businesses.  NJGCA leaned on some of our friends in the Assembly and literally had the bill pulled off the floor on the day it was scheduled to be voted on.  Our friends in the Legislature helped us get this accomplished.

NJGCA made history and led the charge to pass the most comprehensive protection of franchisees in decades with FIRST RIGHT OF REFUSAL legislation.  FIRST RIGHT OF REFUSAL passed only because NJGCA and dealers throughout the state were able to lean on several friends in the Assembly and the Senate.

NJGCA has been rallying support for RIGHT TO REPAIR over the last two years among key legislators.  This would end the practice of car manufacturers denying you the codes necessary to complete the repairs you make on your customers cars.  Every state has tried to pass RIGHT TO REPAIR and no state has even been able to get the legislation out of committee.   Because of our friends in the Legislature, NJGCA has been successful in getting this bill passed by the Assembly and now awaits a vote in the Senate.

I am asking some of you as individuals to make a contribution and attend a fundraising event sponsored by one of our friends in the Assembly.

However, we will not be able to host events for all of our friends, so the NJGCA PAC will have to make contributions.  You will be receiving letters soon from the NJGCA PAC asking you to make contributions. 

If every member contributes just $100.00 we will be able to provide the help necessary to ensure victory for our allies.

7/29/2010:
Christie looks to expand business grant program
Governor Chris Christie is seeking to expand a grant program aimed at keeping more businesses in state.  The measure would increase the current program’s tax credit from one year to six in hopes of retaining more companies already operating here.

7/27/2010:
Toll collectors object to privatization plan
In response to the Governor’s Privatization Task Force, toll collectors on the Parkway and Turnpike are voicing opposition to any measure which will privatize the work force.  While the state could save between $35 - $42.5 million a year by privatizing the current system, the report also recommends moving to a cash-less toll system to reduce overhead further.

7/26/2010:
State may seek to end roadside assistance program
Due to economic factors, the state is considering the elimination of their roadside assistance program.  Tasked with keeping state roadways clear since 1994, the program currently employs 90 drivers and services 400 miles of the busiest roads in the state.  However, with budget problems a reality, the state may save $12 million by cutting the program and leaving drivers to rely on private towing services.

7/26/2010:
Charter school authorization to be revised under proposal
A new bill currently in the Legislature would change the way that charter schools are approved.  Charter schools are public schools that have flexible teaching methods and are independent from local school boards.  They are currently authorized by the state Department of Education, but the bill would also allow Rutgers University to approve new charter schools.
